										<content:encoded><![CDATA[<p>Congress in Washington expects the Pentagon to review the "Unified Combatant Command Plan" every two years. Four years ago, the US Department of Defence separated the country of Israel from the US European Command Area of Responsibility (USEUCOM, Stuttgart) and transferred the territory to the US Central Command (USCENTCOM, Florida), which is responsible for military operations in the Middle East. This year - in mid-June - the Pentagon removed the island of Greenland from the EUCOM area of responsibility and transferred the American troops stationed there to Northern Command (USNORTHCOM, Colorado), which is responsible for security and military command in the Arctic zone and the North American area.</p>
<p>This shift in focus to "US Homeland Defence" reopens the old barrel of speculation regarding the intention of an American takeover of the island, which none of the known spokespeople have yet credibly denied. NATO is reluctant to comment on this national decision. In Brussels, they merely emphasise that the Arctic requires a greater commitment from all allied states in terms of security policy - which the German Navy is also swiftly meeting with its Arctic Deployment.</p>
<p>On the one hand, Denmark can see this decision as a revaluation of Greenland, but will view the detachment from the European military geography with suspicion.</p>
<p>Overall, however, there are calls from several sides for the Command Plan to be fundamentally revised and significantly simplified - with smaller line spans and clear lines. In other words, that what belongs together should grow together. 										<content:encoded><![CDATA[<p>POTUS (President of the United States) actually wanted the F-47, the successor to the F-22 (Stealth Fighter, US Air Force), to be the "best and most lethal aircraft ever built" - fittingly named after the 47th President of the United States. To this end, the Pentagon was to withdraw all available financial resources from the development of the US Navy's competing F/A-XX in 2026 - which the Ministry of Defence promptly implemented. However, the Senate Committee on Appropriations is now intervening and submitting its own budget proposal, which once again earmarks 1.4 billion dollars for the F/A-XX and a further 650 million for a new early warning aircraft (E-7 Wedgetail).</p>
<p>The argument is as simple as it is compelling: how is the Navy supposed to survive a confrontation with China in the Pacific if it does not have the same state-of-the-art 6th generation air combat equipment as its potential opponent (who is already testing these aircraft)? <p>Caudle is to replace the interim Admiral James Kilby six months after the dismissal of Admiral Lisa Franchetti, the first woman to occupy the post. Caudle has a broad academic background in chemistry, computer science and organisational science and has risen through the ranks in the submarines from watch officer to fleet commander. He is more likely to advocate a restructuring of the U.S. shipyard organisation than an increase in shipbuilding spending - which puts him right in line with the President. On 25 August 2025, Admiral Daryl Caudle was confirmed as the 34th CNO and inaugurated by Secretary of the Navy John Phelan. <p>Although these ships have over thirty years of seagoing service under their keels, they would be a class of ship that the Philippine Navy has not had at its disposal for a long time, but which should give it a completely different weight in the region - because these ships would come to Manila with their armaments such as Harpoon, ASROC and torpedoes. A number of TC-90s (Beechcraft King Air) are also to be supplied as training and patrol aircraft. The project is in its initial stages and will not result in material handovers before 2027. Taking into account the Reciprocal Access Agreement (RAA - cooperation in defence and security matters, so far only with Australia and the UK, in future also with France) entered into by Japan with an Asian country for the first time last year, there are signs of an urgently needed coalescence of the First Island Chain as a counter-reaction to Chinese great power claims in the South China Sea.</p>

<p>In an effort to support the Philippines in its legitimate claim to parts of the Spratly Islands, the USA has now committed to developing both the Naval Detachment Oyster Bay and the rudimentary harbour facilities of the city of Quezon on the north coast of the elongated western island of Palawan as logistics and repair bases. These sites are located at a distance of around 100 nautical miles directly opposite the reef areas claimed, occupied and developed by China - contrary to the decision made by the Court of Arbitration in The Hague in 2016. Boats and ships of the Philippine Navy on supply or patrol missions, which are often under extreme pressure from the Chinese coastguard and usually damaged in the process, currently have to cover three times the distance before they can rely on technical support on the main island. 										<content:encoded><![CDATA[<p>After almost seven years of legal wrangling, the Norwegian Ministry of Defence and the Spanish shipyard Navantia reached an out-of-court settlement in the case of the frigate "Helge Ingstad", which sank in 2018, at the beginning of June. The settlement provides for Navantia to grant discounts of almost 50 million euros on maintenance and modernisation work on the remaining Fridtjof Nansen-class frigates over the next six years. Originally, Norway had demanded compensation totalling just over one billion euros. This was based on alleged design defects, in particular the hollow propeller shafts, which had allowed water to penetrate through the compartments. <p>The country receives a lot of material support from the USA (guard boats) and South Korea (2 corvettes), as well as operational support from the USA. Germany was actively involved when four frigates were built at HDW in Kiel in the mid-1980s and German naval stocks were reduced after reunification in the 1990s. Today, all of this is "old" material. This is why Colombia is now trying its own hand, albeit based on design and technology from Fassmer in Germany: at the end of July, the "24 de Julio", the first of four planned OPV 93s (POC - Patrullero Oceánico), was christened and launched at COTECMAR in Cartagena de Indias (Caribbean). The main armament of the new 93 metre long and 2,700 tonne displacement guard boats is a 76mm OTO cannon. Ships of this size can achieve a more robust presence in both critical sea areas than the three OPV 80s of the "20 de Julio" class - also built in Cartagena and according to Fassmer's plans - which have also been in service for ten years. As reported in April, the older Almirante Padilla-class frigates are to be replaced from 2030 by national newbuildings (SIGMA 10714) based on plans by Damen and interiors by Saab. The Danish Ministry of Defence has put four Voyager naval drones from US manufacturer Saildrone into service in order to detect and fend off potential espionage and sabotage attempts on critical infrastructure at an early stage. The autonomous vehicles are electrically powered by wind and solar energy, allowing them to operate cost-effectively at sea for months without direct intervention. Autonomous control and navigation systems are installed to carry out autonomous military surveillance missions. Optical, acoustic and infrared sensors, including radar and sonar, provide data that can be aggregated into a complex picture of the surface and underwater situation using artificial intelligence and machine learning. In this way, potentially threatening behaviour at sea can be detected at an early stage and transmitted to the base for further action. However, they are not armed, so that other units of state authorities must be deployed for enforcement if necessary. <p>"Grecale" and "Libeccio" were decommissioned last year and could still provide good service in South America for a few years after a refit - their mid-life conversion was also twenty years ago. Due to their age, they are not exactly cheap to maintain, but thanks to their still good armament and the sea target FK Otomat Teseo Mk2, they are at least better equipped than the somewhat smaller MEKO 360 frigates of about the same age with their Exocet MM40. However, as the same magazine justifies the purchase, these ships will not be able to offer Argentina a convincing defence against a feared Third World War!</p>

<p>But for Argentina's real problem, the large international - mainly Chinese - fishing fleets on the edge of the Exclusive Economic Zone, which mercilessly siphon off the stocks of whitefish and squid where the krill rise from the deep sea, they would be a convincing means of presence. They can easily reach 30 knots at top speed, with 6,000 nautical miles of endurance at 15 knots.</p>

<p>Incidentally, Argentina has decommissioned the last five Super Etendards, which were delivered by France in 1981, a year before the Falklands War, and sank two Royal Navy ships in combat. They had not flown for years because there were simply no spare parts available.</p>

<p>The five Super Etendards Modernisés of the Marine Nationale purchased in Paris in 2018 have also not been able to fly so far because the UK is not known to deliver the old Martin Baker Mk4A ejection seat to Argentina - and France no longer manufactures parts for this old jet anyway. <p>Equipped with a five-bladed rotor, the Seahawk equivalent (Sikorsky SH-60R/S, four-bladed rotor) fills the operational gap between the heavy Z-8 (replica French Super-Frelon) and the light Z-9 on-board helicopter (replica Aerospatiale Dauphin). The Z-20J extends the amphibious capabilities of the PLA-N and makes up for a backlog of twenty years. Another variant, the Z-20F, is configured for submarine hunting. The Chinese Blackhawk copy, manufactured by Harbin Aircraft Industries in China's north-easternmost province, first flew twelve years ago as a mountain-capable 10-tonne transport and multi-role helicopter and was handed over to the troops in 2019. The model is produced in series and in large numbers, with a total long-term production for the armed forces of up to 3,000 units.</p>
