										<content:encoded><![CDATA[<p><strong>Countless German cargo ships </strong><strong>were at the beginning of the Second </strong><strong>World War II abroad, the way back </strong><strong>to their homeland was denied them. In </strong><strong>Indonesia, the crew of the </strong><strong>Sophie Rickmers for better times.</strong></p>
<p>Zahlreiche deutsche Handelsschiffe wurden nach der Besetzung der Niederlande durch die deutsche Wehrmacht 1940 von den niederländischen Behörden beschlagnahmt. Zu ihnen gehörte der 7033BRT-Frachter Sophie Rickmers. Bei seinem Stapellauf 1920 das größte Schiff der Rickmers-Reederei in Hamburg, war er auf dessen Sibirien-Linie und im Ostasienhandel eingesetzt, was ihm beim Ausbruch des Zweiten Weltkriegs zum Verhängnis werden sollte. Wochenlang von einem britischen Zerstörer verfolgt,[ds_preview] suchte der Frachter Ende 1939 in der Bucht Pria Laot der nördlich von Sumatra gelegenen Insel Pulau Weh Zuflucht und konnte dank des stürmischen Wetters seinem Verfolger entkommen. Lediglich einen harmlosen Treffer hatte Kommandant Helms zu beklagen, sodass man meinte, gerettet zu sein. Was die Besatzung nicht ahnte, war, dass ihr der tropische Unterschlupf bald zu einem zwar idyllischen, aber dauerhaften Gefängnis werden sollte. Denn kaum hatte man das Schiff wieder seetüchtig gekriegt und war klar zum Auslaufen, setzte der deutsche Einmarsch in den Niederlanden allen Hoffnungen auf eine Rückkehr nach Europa ein Ende. Pulau Weh gehörte zum holländischen Kolonialbesitz, und die Kolonialbehörden dachten nicht daran, angesichts des brachialen Vorgehens Hitlers in ihrer Heimat auf ihre unfreiwilligen deutschen Gäste große Rücksicht zu üben. Was die Männer der Sophie Rickmers in jener Zeit erlebten und wie sie sich letztlich der Beschlagnahme ihres Schiffes entzogen, haben zwei Überlebende vor einigen Jahren einem Journalisten berichtet (Daniel Furth, Das Schicksal der Sophie Rickmers: Gefangen in der Palmenbucht, DER SPIEGEL, 21.9.2012). Anbei eine Zusammenfassung der damaligen Ereignisse:</p>
<p>At first, things didn't actually look too bad for the crew of the Sophie Rickmers in their involuntary exile. Although they were in permanent quarantine after arriving in Pria Laot, the freighter was not the only German ship that had to wait out the events of the war in Pulau Weh. However, she was not allowed to leave her bay, while another steamer from her shipping company, the Moni Rickmers, was allowed to moor in Sabang harbour with three other German vessels. The reason for this was quite obvious. The Sophie's cargo consisted partly of explosives and therefore posed an incalculable risk to the island's population, especially in times of war. Nevertheless, the Dutch authorities initially left them in peace and even granted them an audience with the local raja, who warmly welcomed their German guests and entertained them royally. The crew were also able to refit the ship and go hunting or fishing in their ample free time under the guidance of local islanders.<br />
The question remained as to when they would finally be allowed to weigh anchor and sail home. The naval command, to which the German merchant ships were formally subordinate in times of war, considered it advisable to remain in Pria Laot for the time being. But what could they do with all that time, many a crew member wondered. At some point, they had seen everything, made excursions into the interior, enjoyed Malay specialities and taken part in pretty much all the traditional festivals. The boredom that inevitably set in was not helped by the fact that some of the men on board the Sophie Rickmers took on girlfriends, a not entirely harmless pastime given the strict local customs. But the uncertain future increased the willingness to take risks. At least the raja's hospitality paid off when he offered Commander Helms and his men the chance to deposit their valuables in his palace in view of the looming events in Europe.</p>
<p>The offer came just in time. Because when the British radio announced the occupation of the Netherlands on 9 May 1940, the peaceful wintering in summery climes was over. The Sophie Rickmers was now in enemy territory and it was not possible to set sail due to the British warships patrolling the bay. As Helms justifiably feared that his ship would be confiscated by the local authorities, he finally ordered that precautions be taken to sink the ship himself. The following day, on 10 May, a Dutch launch did indeed appear, whose commander demanded that the freighter be handed over. Helms acted unsuspecting and entertained the uninvited visitor with cold drinks, but in the meantime ordered his men to open the sea valves. By the time the Dutch realised his intentions, it was already too late. All that was left for them to do was to be annoyed at their own credulity and watch the Sophie sink from a safe distance together with the Germans they had rescued.<br />
The self-sinking had serious consequences for Helms and his crew. Like the crews of other German ships, they were taken to a jungle camp and treated as enemies. Some of the prisoners died of malaria and the others only returned home months after the end of the war. At least the Raja on Pulau Weh had kept his promise. When a ship from the Rickmers shipping company called at Pua Weh in the mid-1950s, it was able to take all of the Sophie Rickmers crew's belongings home with it.</p>
<p>The wreck of the Sophie is a popular destination for divers today. It lies at a depth of around 30-50 metres and is in relatively good condition despite the decades that have passed.</p>

<p>"Fits!" - This or something similar is how former and active soldiers know the tone when the "clothing store cops" put a helmet on recruits at the beginning of basic training. Unfitting clothes were tailored, oversizes were delivered later. There was a lot of joking, but it worked. The clothing stores were not men's outfitters, unlike the clothing checkout: there were uniforms, clothing and accessories made of branded goods for self-payers with a clothing allowance - mostly only professional soldiers and later also female professional soldiers. The federal company, which was founded in 2002, hit rock bottom around 2015: no shirts, no shoes and restrictions on purchases. The frustration fitted in with the period of cutbacks and downsizing. In 2015, the federal government took over all the shares of the private partners; since then, LHBw GmbH has been a 1001TP3 federal in-house company. The non-federal defence business was sold in 2016.</p>
<p><strong>Reorganised after frustration</strong></p>
<p>Today, BwBM (Bundeswehr Clothing Management) ensures the supply of uniforms and personal equipment to soldiers and civilian employees of the federal government. The services specified in these contracts are now provided by BwBM following the merger of the old companies LHD and LHBw. Employees are ready to supply the troops at around 85 service locations (SVS). This applies to service clothing and accessories, sportswear and services such as customisation, completion and alteration work.</p>

<p><strong>New location with modern technology and sustainability</strong></p>
<p>A new location has been created in the A27 Park Walsrode. Easily accessible from large locations such as Munster or Wilhelmshaven, a state-of-the-art logistics facility with 56,000 square metres of logistics space, room for 64,000 pallets and around 2,000 square metres of office space has been built on a site area of 92,000 square metres. The location on the A27 motorway provides fast connections to the A7 and A2 motorways as well as access to the cities of Hamburg, Bremen and Hanover. In Walsrode, BwBM carries out tasks such as storage, quality control, textile processing and issuing equipment for around 250,000 soldiers and civilian employees. A laundry is also operated. After around two years of construction, the modern "Bw-Hub" goods and service centre in the Heidekreis district of northern Germany was handed over to Bekleidungsmanagement GmbH (BwBM).</p>

<p><strong>Contact point for 200,000 soldiers</strong></p>
<p>Walsrode is used to uniforms: the main ammunition depot Walsrode-Beetenbrück has existed there for decades, in the neighbourhood of the Fallingbostel, Bergen and Munster sites. What is still missing is an operator for the planned catering facility in one of the outbuildings. After all, according to the local newspapers, the logistics centre will be a port of call for 200,000 soldiers. The centre is set to store equipment for 17,000 navy personnel - will that be enough for the future?</p>

										<content:encoded><![CDATA[<p>Congress in Washington expects the Pentagon to review the "Unified Combatant Command Plan" every two years. Four years ago, the US Department of Defence separated the country of Israel from the US European Command Area of Responsibility (USEUCOM, Stuttgart) and transferred the territory to the US Central Command (USCENTCOM, Florida), which is responsible for military operations in the Middle East. This year - in mid-June - the Pentagon removed the island of Greenland from the EUCOM area of responsibility and transferred the American troops stationed there to Northern Command (USNORTHCOM, Colorado), which is responsible for security and military command in the Arctic zone and the North American area.</p>
<p>This shift in focus to "US Homeland Defence" reopens the old barrel of speculation regarding the intention of an American takeover of the island, which none of the known spokespeople have yet credibly denied. NATO is reluctant to comment on this national decision. In Brussels, they merely emphasise that the Arctic requires a greater commitment from all allied states in terms of security policy - which the German Navy is also swiftly meeting with its Arctic Deployment.</p>
<p>On the one hand, Denmark can see this decision as a revaluation of Greenland, but will view the detachment from the European military geography with suspicion.</p>
<p>Overall, however, there are calls from several sides for the Command Plan to be fundamentally revised and significantly simplified - with smaller line spans and clear lines. In other words, that what belongs together should grow together. <p>Bright sunshine in Warnemünde, high-ranking guests and a traditional ceremony. Frigate Captain Marc T. Tippner handed over the 1st Corvette Squadron to his successor, Frigate Captain Stephan Lukascyk. The handover was performed by the deputy commander of Operational Flotilla 1, Kapitän zur See Dr Sascha Zarthe</p>
<p data-start="1000" data-end="1369">The post of squadron commander is a career highlight that not everyone is granted: you grow up as a young officer in the unit, and when, after years of hard work, hardship and achievement, you are finally allowed to lead the unit yourself, you know that this is the last time you will be part of it. These are the words of the new commander.</p>
<p data-start="1371" data-end="1767">Handing over after many years is therefore also a difficult day emotionally and personally, and you know it's coming. And when it arrives, it may leave you speechless. That's what happened: Frigate Captain Tippner had his thankful and very personal speech to his men and women read out by an officer, as his vocal chords were failing.</p>
<p>The change of command during this time also represents a change of priorities in the squadron: away from UNIFIL and the Aegean and back to the Baltic Sea (see issue 09 of marineforum). The organisation, which is currently permanently present in the Baltic Sea, has reoriented itself towards home waters. The Russian threat in the Baltic Sea is now the daily mission of the corvettes, which are currently being replenished step by step with the new units of the second batch of the K 130. Marc T. Tippner is credited with completing this change, and his successor will continue the certification process until all ten corvettes are ready for deployment. Several other leadership changes had already taken place in the squadron in the morning.</p>
<p>The reception for the guests on the new corvette "Köln" was also proof of this, with the crew immediately offering the guests the typical "Kölsche" drink, as was customary on its predecessors in the old days. The importance of the association was also demonstrated by the high-ranking guests: Lieutenant General Gert Nultzsch, Head of the Bundeswehr Planning Office, Flotilla Admiral Matthias Potthoff, Commander of the Naval Support Command and the new Chief of Staff of the Naval Command, Flotilla Admiral Richard Kesten.</p>
<p>Finally, Frigate Captain Tippner was honoured with the traditional German Navy ceremony, in which an outgoing commander is brought ashore by his officers on a cutter. The crews lined up and saluted him by waving their caps.</p>

										<content:encoded><![CDATA[<p>POTUS (President of the United States) actually wanted the F-47, the successor to the F-22 (Stealth Fighter, US Air Force), to be the "best and most lethal aircraft ever built" - fittingly named after the 47th President of the United States. To this end, the Pentagon was to withdraw all available financial resources from the development of the US Navy's competing F/A-XX in 2026 - which the Ministry of Defence promptly implemented. However, the Senate Committee on Appropriations is now intervening and submitting its own budget proposal, which once again earmarks 1.4 billion dollars for the F/A-XX and a further 650 million for a new early warning aircraft (E-7 Wedgetail).</p>
<p>The argument is as simple as it is compelling: how is the Navy supposed to survive a confrontation with China in the Pacific if it does not have the same state-of-the-art 6th generation air combat equipment as its potential opponent (who is already testing these aircraft)? <p>Hyperschallflugkörper sind spätestens seit dem Einsatz des Marschflugkörpers „Kinschal“ durch Russland im Ukrainekrieg in das Bewusstsein der Luftverteidiger gerückt. Sie gehören zu den fortschrittlichsten und bedrohlichsten militärischen Technologien. Hyperschallflugkörper fordern alle bestehenden Raketenabwehrschirme mit neuen Flugprofilen und Angriffsmustern heraus. Hier müssen bestehende Abwehrsysteme deutlich weiterentwickelt werden. Nachfolgend wird der aktuelle Sachstand solchen Flugkörpern beleuchtet und[ds_preview] es wird auf die erforderlichen Maßnahmen zur Weiterentwicklung eingegangen.</p>
<p><strong>Was sind Hyperschallflugkörper ?</strong></p>
<p>Hyperschallflugkörper bewegen sich mit Geschwindigkeiten von über Mach 5 (ca. 6200 km/h) durch den Raum. An der Technologie für einen derart schnellen suborbitalen Stratosphären-Gleitflugkörper forschte bereits in den 1930-er Jahren der österreichische Ingenieur Eugen Sänger. Die Forschungen wurden national und international nie ganz ausgesetzt, noch im Jahr 2004 kam es zu einem Hyperschall-Testschuss an der Wehrtechnischen Dienststelle 91 (WTD 91) in Meppen.</p>
<p>Es gibt zwei Haupttypen von Hyperschallflugkörpern: Hyperschall-Gleitflugkörper (Hypersonic Glide Vehicles, HGVs) und Hyperschall-Marschflugkörper (Hypersonic Cruise Missiles, HCMs). Durch ihre enorme Geschwindigkeit bei gleichzeitig hoher Manövrierfähigkeit sind sie in der Lage, konventionelle Abwehrsysteme zu durchbrechen.</p>
<p>Hyperschall-Gleitflugkörper werden von ballistischen Raketen an den Rand der Atmosphäre in großer Höhe abgesetzt, verfolgen dort eine wellenförmige Flugbahn oder „gleiten“ mit sehr hoher Geschwindigkeit (Mach 10-15) in Höhen zwischen 30 und 60 km auf ihr Ziel zu. Ihre Fähigkeit, während des Gleitfluges zu manövrieren, macht es im Gegensatz zu ballistischen Raketen schwierig, ihre Flugbahn vorherzusagen und sie abzufangen.</p>
<p>Hyperschall-Marschflugkörper nutzen Staustrahltriebwerke, die ihnen kontinuierlichen Schub und hohe Geschwindigkeiten verleihen. Im Gegensatz zu HGVs fliegen HCMs in niedrigeren Höhen zwischen 20 und 30 km. Ihre hohe Geschwindigkeit (Mach 5 – 10) machen sie auf Grund der Staudrucktemperatur vornehmlich für Infrarotsensoren entdeckbar. Die Herausforderung ist das „Verheiraten“ von solcher Art Sensorik mit einem Effektor.</p>
<p><strong>Hyperschallwaffen in den Arsenalen</strong></p>

<p>China und die USA besitzen bereits Hyperschallwaffen in ihren Arsenalen, viele andere Länder entwickeln diese Technologie. In Russland wurde im März 2018 der HGV Avangard vom russischen Staatspräsidenten Wladimir Putin zusammen mit fünf weiteren „Wunderwaffen“ präsentiert, die er als „technische Durchbrüche und als Garanten der Sicherheit Russlands auf mehrere Jahrzehnte hinaus“ bezeichnete. Sie sollen aus russischer Sicht die Zweitschlagfähigkeit des Landes sichern und das nukleare Gleichgewicht aufrechterhalten, welches Russland seit dem Austritt der USA aus dem Anti-Ballistic-Missile-Vertrag und durch den globalen Ausbau der US-Raketenabwehrsysteme als bedroht sieht. Diese US-Raketenabwehrsysteme sollen durch die neue Technologie im wahrsten Sinne des Wortes ausmanöveriert werden. Anfang 2024 waren Berichten zufolge bereits 10 Avangard-Gleiter einsatzfähig.</p>
<p><strong>Aktuell keine Abwehrmöglichkeiten</strong></p>
<p>Geschwindigkeit und Manövrierfähigkeit von Hyperschallflugkörpern stellen in sich bereits eine erhebliche Bedrohung dar. Extrem kurze Vorwarnzeit und die Fähigkeit der Waffen, komplexe Flugbahnen zu fliegen, machen sie im Vergleich zu anderen Flugkörpern zusätzlich gefährlich. Die aktuell verfügbaren klassischen Flugabwehrsysteme, die auf der Detektion und Abwehr von Unterschall- und Überschallbedrohungen basieren, sind kaum in der Lage, echte Hyperschallflugkörper zu erkennen und zu bekämpfen. Allerdings erzeugt der Flug im Hyperschallbereich extreme Reibungshitze, die durch wärmeempfindliche Sensoren schon frühzeitig erfasst werden kann. Sie könnten also tatsächlich aufgefasst werden.</p>

Ukrainische Beobachtungen und die Tatsache, dass ein solcher Marschflugkörper durch ein Patriot-Flugabwehrsystem abgeschossen werden konnte, lassen datauf schließen, dass aufgrund der geringen Höhe und des damit verbundenen hohen Luftwiderstandes nur noch eine Geschwindigkeit von Mach 3,5 vorherrschte.</p>
<p>Ein sicheres Abfangen bleibt trotzdem aktuell unwahrscheinlich. Die weit überwiegende Mehrzahl bestehender Flugabwehrsysteme wurde zu Zeiten entwickelt, als Hyperschall noch keine Rolle spielte. Die aktuell im Bestand der meisten NATO-Marinen verfügbaren Abwehrflugkörper sind nicht geeignet, Hyperschallflugkörper abzufangen. Neue Technologien und Taktiken sind notwendig, um die Abwehrfähigkeit herzustellen.</p>
<p><strong>Was tun ?</strong></p>
<p>Angesichts der wachsenden Bedrohung durch Hyperschallwaffen arbeiten Ingenieure und Militärs weltweit an der Entwicklung neuer Verteidigungssysteme und Strategien. Dazu gehören moderne Sensorsysteme, die in der Lage sind, Hyperschallflugkörper frühzeitig zu erkennen und ihre Flugbahnen präzise zu verfolgen. In solchen Systemen werden im Westen aktuell Phased Array Technologien mit künstlicher Intelligenz kombiniert. China setzt hier auf eine andere Technologie, das Mikrowellen-Photonik-Radar. Die Innovation beim diesem neuen Radarsystem liegt in der Kombination von Lasern mit drei verschiedenen Mikrowellenbändern. Durch die Nutzung von Mehrband-Mikrowellensignalen und einem eigens entwickelten Algorithmus soll die Genauigkeit und die Geschwindigkeit des Systems bedrohungsgerecht erhöht werden.</p>
<p>Ein weiterer wichtiger Faktor sind neue Abfangflugkörper, die schnell, agil und höhentauglich genug für die Bekämpfung von Hyperschallflugkörpern sein müssen. Schneller und wahrscheinlich günstiger einzurüsten wären Laserwaffen, die hyperschallschnelle Ziele präzise und in der erforderlichen Schnelligkeit zerstören können. Die hohe strukturelle Belastung des Hyperschallfluges erleichtert hier die Zerstörung. Laserwaffen können in jedem Fall eine effektive Ergänzung zu bestehenden Abwehrsystemen darstellen. Und weil zu Hardkill immer auch Softkill gehört, können Systeme des Elektronischen Kampfes, die Kommunikations- und Steuerungssysteme von Flugkörpern stören, die Abwehr optimieren helfen. Durch den Einsatz von Störsendern und Cyber-Maßnahmen könnte die Bedrohung erheblich reduziert werden.</p>
<p>Zu guter Letzt müssen die komplexen Prozesse „links vom Abfeuerknopf“ der Luftverteidigungssysteme deutlich beschleunigt werden. Gemeint sind hier Lagebildaufbau, -korrelation und -austausch, Prozesse, die weiter bedrohungsgerecht automatisiert werden müssen. Vielfach sind heutige Abwehrsysteme schon bei hohem Überschall überfordert.</p>
<p><strong>Hyperschall-Technologien auch relevant für die Deutsche Marine</strong></p>
<p>Die US-Navy geht von einer Bedrohung ihrer Flugzeugträger und amphibischen Landungsschiffe durch HGV und HCM aus. Insofern haben die Aussagen in diesem Beitrag eine zunehmende Relevanz auch für Seestreitkräfte. Anti-Ship Ballistic Missiles sind streng genommen keine Hyperschallflugkörper im Sinne der obigen Definition, erreichen auf ihrer ballistischen Flugbahn aber trotzdem Hyperschallgeschwindigkeit. Daher gelten viele der hier getroffenen Aussagen auch für Anti-Ship Ballistic Missiles.</p>

<p>In der Deutschen Marine wurden Hyperschall-Technologien bzw. deren Bedrohung bereits in 2016 parallel mit den Entwicklungen in Russland diskutiert. Damals initiierte die Abteilung Planung des  Marinekommandos erste Studien zur Abwehr hyperschallschneller Flugkörper. Die Studien triggerten die aktuellen Projekte zu Hyperschall-Technologien in der Bundeswehr. In diesem Zusammenhang entstand 2019 auch die Forderung an die künftigen Luftverteidigungsschiffe F127 zur Einrüstung eines entsprechenden Abfangflugkörpers (hypersonic Interceptor).</p>
<p><strong>EU Projekte HYDEF, HYDIS und TWISTER sollen Fähigkeitslücke schliessen</strong></p>
<p>Mittlerweile sind die damaligen nationalen Anfangsuntersuchungen im multinationalen Programm Hypersonic Defence (HYDEF) unter Führung der Europäischen Rüstungsmanagement-Organisation OCCAR[i] aufgegangen. Das Ziel des Programms ist es, ein Gesamtsystem zur Abwehr hypersonischer Bedrohungen zu entwickeln. Dieses Gesamtsystem soll verschiedene, teilweise weltraumgestützte Sensoren beinhalten wie auch einen selbst mit Hyperschall- Interceptor. Für das</p>
<p>Projektmanagement im Projekt HYDEF wurde das spanische Unternehmen SMS ausgewählt. Die deutsche Diehl Defence ist verantwortlich für die technische Umsetzung von der Entwicklung des Gesamtsystems bis hin zum Abfangflugkörper, dem Interceptor, selbst. Dieser Interceptor könnte eine Weiterentwicklung des bekannten IRIS-T Flugkörpers sein. HYDEF soll in Zukunft in der Lage sein, sowohl HCM als auch HGVs zu detektieren und abzufangen.</p>
<p>Neben HYDEF fördert die Europäische Kommission auch die Studie HYDIS² (HYpersonic Defence Interceptor Study) der Fa. MDDA einzuleiten. Bereits im Juli 2023 wurde HYDIS² für eine Finanzierung ausgewählt. Deutschland, Frankreich, Italien und die Niederlande haben sich für eine Co-Finanzierung entschieden. HYDIS² steht laut MBDA für die Konzeptarchitektur- und Technologiereife-Studie eines endo-atmosphärischen Abfangsystems gegen neue High-end-Bedrohungen. Die Studie wurde vom HYDIS² Konsortium unter der Leitung von MBDA vorgeschlagen, um ein neues Abfangsystem gegen hypersonische und ballistische Bedrohungen für die Bedürfnisse der europäischen Nationen zu entwickeln. - In 2028 will die EU dann die beiden Systeme vergleichen und sich für eines davon zur Realisierung entscheiden.</p>
<p>Als Führungssystem blickt man auf die vorhandenen BMD[ii]-Führungssysteme der NATO. HYDEF steht dabei in enger Verbindung zum ebenfalls durch die EU im Rahmen von PESCO[iii] gesteuerten Projekt „Timely Warning and Interception with Space-based Theatre Surveillance“ (TWISTER). Mit beiden Projekten sollen die diesbezüglichen Fähigkeitslücken der europäischen NATO-Staaten gegen hyperschallschnelle Flugkörper vor allem im Bereich der bodengebundenen Luftverteidigung beseitigt werden. Parallel zu den internationalen Forschungen auf dem Gebiet „Hyperschall“ werden auch die nationalen Forschungen durch das „Wehrtechnische Kompetenzzentrum Hyperschall der Bundeswehr“, welches an der WTD 91 verortet ist, vorangetrieben. Selbstverständlich kann auch die seegestütze Flugabwehr an dieser Entwicklung teil haben.</p>
<p><strong>Conclusion</strong></p>
<p>Hyperschallflugkörper stellen hohe Anforderungen an die Luftverteidigung. Ihre hohe Geschwindigkeit und große Manövrierfähigkeit machen sie schwer zu erkennen und abzufangen. Deutschland arbeitet zusammen mit den europäischen Partnern an Lösungen für Waffen, Sensoren und Führungssysteme. Tatsächlich kamen die europäischen Wissenschaftler und Ingenieure im Technologiefeld Hyperschall in nur wenigen Jahren von einer Studie zu ersten erfolgreich fliegenden Demonstratoren.</p>
<p>Seestreitkräfte können von der Entwicklung der o.a. Hyperschallsysteme profitieren, da solche Systeme auch die Abwehr von Anti-Ship Ballistic Missiles ermöglichen. Für die Deutsche Marine scheinen HYDEF/HYDIS und der Zulauf der sich noch in der Konzeptionsphase befindlichen Luftverteidigungsschiffe eine gewisse zeitliche Parallelität zu bieten mit der Chance, hier eine Fähigkeitslücke zu schliessen. Sollte sich die Lage vorher virulent erweisen, böte ein Laser an Bord einer Fregatte 124 - eingebunden in ein entsprechendes Sensornetzwerk - eine Option.</p>

<p class="p1"><span class="s1">-</span> With the specially developed operator model ISR as a Service by NVL (ISR - Intelligence, Surveillance, Reconnaissance), NVL offers the security authorities of Germany and other NATO countries as well as commercial customers an effective and quickly available solution for the targeted and permanent surveillance of predefined sea areas using unmanned surface vessels (USV) available on the market</p>
<p class="p1"><span class="s1">-</span> The data collected using state-of-the-art sensor technology is collated by NVL in a data centre and then made available to the customer for comprehensive situational awareness and anomaly detection</p>
<p class="p1"><span class="s1">-</span> Procurement, operation and maintenance of the UPSs are guaranteed by NVL and reduce the customer's personnel and material requirements accordingly</p>

<p class="p1">The <strong>Threat situation</strong> by sabotage and espionage activities in the North Sea and Baltic Sea is increasing massively. In order to monitor the sea area efficiently and continuously 24/7 and, in particular, to protect shipping routes and critical infrastructure, it is necessary to create a comprehensive picture of the situation. This requires enormous capacities and personnel resources from the Federal Republic of Germany and commercial customers, which are to be relieved in future primarily with the help of unmanned systems.</p>
<p class="p1">A promising <strong>Solution approach</strong> is the ISRaaS operator model: NVL utilises UPSs available on the market that are configured to meet the needs of customers in the military, security authorities and critical infrastructure sectors. Using an intelligent deployment model, the UPSs operated by NVL patrol areas that have been defined in advance by the client. At the same time, they maintain a presence, recognise anomalies and collect sensor data. The data collected by the UPSs is made available to the customer via standardised interfaces or a customer portal to create a comprehensive situational picture. The innovative ISRaaS operator model makes an essential contribution to the protection of critical infrastructure and shipping routes and therefore to national and alliance defence.</p>
<p class="p1">After <strong>Conclusion of contract</strong> ISR as a Service by NVL is already available after <strong>ready for use in less than twelve months</strong>. With this model, the NVL also fulfils the need to develop a quickly implementable solution for the increasingly serious threat situation.</p>

<p class="p1">As a long-standing and reliable partner of the German Navy, NVL is optimally equipped for this project with its shipyard locations in all German coastal states and the proven NVL services. The ISR as a Service by NVL offers rapid operational readiness and high availability of the systems through a reliable partner of the German Navy. Later expansion stages could, for example, provide an integrated multi-domain situation picture with the help of artificial intelligence. 										<content:encoded><![CDATA[<p>Hamburg, 22 September 2025 - The <strong>Maritime Cluster Northern Germany</strong> (MCN) published the fourth edition of the Ship Efficiency Guide today. The English-language guide offers companies, researchers and politicians practical guidance on how efficient ship operations can be organised as a key lever for more climate-friendly and sustainable shipping.<br class="false" /><br class="false" />The publication was compiled by an interdisciplinary team of authors consisting of members of the MCN Ship Efficiency specialist group and external experts from the maritime industry. With their expertise and experience, they contribute to making the complex topic of ship efficiency understandable and practical.<br class="false" /><br class="false" />"The guide is created from practice for practice and that is precisely why it is updated annually. International regulation is dynamic and anyone who wants to act efficiently and sustainably needs an overview," says Richard Marioth, Head of the MCN Ship Efficiency Specialist Group and Managing Director of Idealship GmbH.<br class="false" /><br class="false" />The Ship Efficiency Guide systematically classifies current international regulations and evaluates technical measures to decarbonise and increase efficiency based on clearly defined criteria. Both newbuildings and existing fleets are taken into account. A separate chapter is also dedicated to the properties, opportunities and challenges of alternative marine fuels. "One focus in the current edition was on the evaluation of combined ESDs, because technical synergies only bring benefits if they really fit together," explains Marioth. "The current issue also added new content on IMO JRC, alternative fuels and an initial look at nuclear drives. Many existing articles have also been revised and brought up to date."</p>
<p><strong>Innovations:</strong></p>
<ul>
<li>The IMO Net-Zero Framework has been supplemented by the IMO Ship Energy Efficiency Management Plan (SEEMP) and the IMO's Global Fuel Standard (GFS).</li>
<li>A separate section was dedicated to the topic of digitalisation on board and its importance for efficient ship operation.</li>
<li>The chapter on marine fuels has been fundamentally revised and supplemented with considerations on fuels produced by pyrolysis and battery electric drives.</li>
<li>A new chapter is dedicated to nuclear drive solutions.</li>
<li>The chapter on technical solutions for improving the efficiency of existing ships has been supplemented by a consideration of the possible combinations of different retrofit systems, including a corresponding matrix.</li>
<li>Additional technical solutions have been included in the guide to take account of the constantly growing market for new technologies to increase efficiency in ship operation.</li>

<p class="p1"><strong>RED STORM BRAVO starts: Bundeswehr and civilian actors practise together from Thursday</strong></p>
<p class="p2">The regional defence exercise RED STORM BRAVO begins next Thursday, 25 September 2025. As already announced several times, the Bundeswehr will be training in Hamburg from 25-27 September 2025 with around 500 soldiers together with blue light organisations, Hamburg authorities and companies in a fictitious scenario.</p>
<p class="p2">The RED STORM BRAVO manoeuvre conducted by the German Armed Forces is taking place in various parts of Hamburg and in the port. As part of the exercise, a convoy of military wheeled vehicles will drive through parts of Hamburg's city centre during the night from Thursday to Friday. Bundeswehr helicopters will also be deployed throughout the exercise.</p>
<p class="p1"><strong>Comprehensive information for the population</strong></p>
<p class="p1">The RED STORM BRAVO exercise was accompanied by numerous communication measures in the run-up to the event in order to inform the people of Hamburg comprehensively and in good time. Among other things, information is available on the Internet (<span class="s1">Red </span>Storm Bravo: Bundeswehr Exercise 2025 in Hamburg<span class="s2">) </span><span class="s3">and the social media (</span><span class="s4">www.fa</span>cebook.com/Bundeswehr.Hamburg/<span class="s2">).</span></p>
<p class="p1">In order to keep the emergency numbers 110 and 112 free, citizens are asked to call the central authorities number 115 if they have any questions about the exercise. <p><strong>Scenario</strong></p>
<p>The exercise in Hamburg simulates the deployment of NATO troops to Germany's eastern border in the event of an escalating conflict on the borders of the Baltic states. The focus is on civil-military cooperation in order to strengthen Germany as a central hub for defence measures in the event of an alliance crisis. The RED STORM BRAVO exercise starts at the Reichspräsident-Ebert-Kaserne in Hamburg-Iserbrook and involves the deployment of NATO troop contingents from the harbour to the east, including night-time road movements and dealing with incidents such as numerous wounded. In addition to around 500 soldiers, civilian blue-light organisations, authorities and companies from the port and logistics sector are also involved in order to practise the overall national defence task and improve coordination between military and civilian players. An operations centre in the barracks facility coordinates the exercise, while extensive information measures prepare the population of Hamburg for possible disruptions. The Bundeswehr state commands act as the central point of contact for civilian authorities at state level.</p>

<p class="p2">More than 20,000 Hamburg residents crowded onto the Howaldtswerke site in Hamburg harbour when a legendary chapter in German economic history was written. The launch of the giant tanker "Tina Onassis" in the summer of 1953 was a key moment in the new beginning. The shipyards in Hamburg, Bremen and Kiel were considered to be worthy again. After the end of the Second World War, it signalled the start of an upswing. Shipbuilding had a noticeable impact on the economic miracle.</p>

<p class="p2">Large orders from Greece in particular helped the largely destroyed shipyards in this country to get going surprisingly quickly. Former wartime enemies Greece and Germany became partners and friends. For two months, fascinating photos and matching ship models can be seen on deck 1 of the institution on Koreastrasse. Over a period of 50 years, more than 160 large ships were launched for Greek owners at German shipyards, including in the GDR from 1971.</p>
<p class="p2">The exhibition covers the period from the early 1950s to 2002. Entrepreneurs such as Stavros Livanos, Stavros Niarchos and Aristotle Onassis were godfathers of the boom. The character of the imaginatively presented event reflects the attitude of the museum's founder, Professor Peter Tamm: ultimately, the sea helps to bring countries and people together.</p>
